South Dakota has a highway-licensing route for qualifying ATVs, with a road-use plate. It does not impose the same highway licensing requirement on every machine used only off-road. Residents and visiting riders also have different application options.

Which ATVs can be licensed for road use?
SDCL 32-20-13 allows qualifying four-or-more-wheel ATVs with combustion engines of at least 200 cc, and qualifying electric ATVs with rechargeable batteries, to be licensed as motorcycles. Applicable lighting, brake, and accessory requirements must be met first. Interstate operation remains prohibited.
Is a plate required for off-road riding?
SDCL 32-20-12 separates off-road use from highway registration and licensing. Access restrictions still apply. A machine that does not need highway licensing for a particular off-road area may need other permits or documentation.
Registration and visiting-rider permits
The South Dakota Department of Revenue provides off-road vehicle applications and visitor permit instructions. Its out-of-state street-legal guidance includes a hard plate issued by the home state's DMV, rather than a paper or temporary plate. Confirm the complete conditions and whether the permit route applies to your vehicle before traveling.
Annual permit applications can be handled through county treasurers or the agency's online process. DOR recommends submitting online applications at least two weeks before the trip unless collecting the permit in Pierre.
State parks and riding areas
South Dakota Game, Fish and Parks distinguishes roads in parks or campgrounds from designated OHV areas. Licensing and park-entry requirements differ. Contact the destination for its current rules; a road plate does not itself provide trail access.
Choosing a secure ATV plate mount
Match the bracket to the ATV model and year, then compare the actual plate dimensions and mounting-hole spacing with the product specifications. A state registration category does not establish mechanical fitment.
