South Carolina UTV License Plate Requirements: November 2026 Changes

South Carolina’s UTV public-road program takes effect November 18, 2026. As of this article’s September 30 publication, that start date is still ahead. SCDMV says qualifying registered UTVs will need a state-issued plate attached to the rear. This program concerns side-by-sides, not ordinary ATVs.
Which UTVs qualify?
SCDMV lists four-wheel drive, engine displacement of at least 450cc, speed capability above 55 mph, width no greater than 80 inches and gross weight rating no greater than 4,000 pounds. Factory-approved Type 2 belts and specified lighting are also required.
Registration and road limits
The published steps include title, liability insurance, sales-tax documentation and a $10 biennial registration fee. Drivers must be at least 17 with an accepted driver’s license. Roads must be posted at 55 mph or less, interstate travel is prohibited and in the absence of a local ordinance, operation is limited to a 10-mile radius of the registration address. Local restrictions and age-related passenger and protective-gear rules also apply.
Prepare without assuming early permission
Check with SCDMV about application timing and required documents. The announcement of a future program should not be treated as permission to use it before the effective date. Review the complete rules for your vehicle, passengers and planned route.
Rear plate installation
Once you receive the correct plate, measure its dimensions and mounting holes. Choose a secure rear location that remains visible with cargo loaded. Check clearance from the suspension, exhaust, hitch and accessories. Recheck the mounting hardware after the first ride.
