North Carolina UTV License Plate Requirements: Modified Utility Vehicles

North Carolina has a road-registration pathway for qualifying modified utility vehicles. That statutory category excludes ordinary ATVs. A side-by-side must meet the definition and equipment requirements before the road-use rules apply.
What is a modified utility vehicle?
The definition requires appropriate manufacture or upfitting, four wheels, nonstraddle seating, length of at least 110 inches, width of at least 58 inches, height of at least 60 inches and speed capability of at least 40 mph. An ATV, golf cart or utility vehicle as separately defined in the statute is excluded.
Equipment and registration
G.S. 20-121.1 requires headlights, stop lamps, turn signals, taillights, reflectors, brakes, mirrors, a speedometer, belts and a VIN. The DMV can assign a VIN where necessary. A qualifying modified utility vehicle must be registered and insured. Occupants of vehicles without a windshield and wipers must wear the specified safety helmet.
Where can it operate?
The statute permits modified utility vehicle operation on roads posted at 55 mph or less, with an intersection-crossing provision. DOT may prohibit use on particular roads for safety reasons. Verify your vehicle’s classification and route with DMV before riding.
What plate mount should you use?
Confirm the issued plate dimensions rather than assuming an ATV-sized plate. Measure the hole spacing and look for a secure location with clear visibility and clearance from suspension movement, cargo and the exhaust. Include any required illumination in your installation plan.

Common question: Can an ordinary quad use this pathway?
The modified utility vehicle definition expressly excludes ATVs. A bracket or lighting kit alone does not make a quad part of that registration category.
