Kentucky ATV License Plate Requirements: 2026 Street-Legal Guide

Does an ATV need a license plate in Kentucky? An ATV approved and registered as a street-legal special purpose vehicle (SLSPV) must carry a motorcycle registration plate. This requirement belongs to the street-legal program; a bracket alone does not qualify a vehicle for road use.

Which vehicles qualify?

Kentucky’s special purpose vehicle category includes ATVs, UTVs and certain other purpose-built vehicles. Eligibility depends on meeting the SLSPV requirements and passing inspection. The current statute excludes vehicles primarily used for farming or agriculture from the street-legal category. Before buying conversion equipment, ask your county clerk and certified inspector whether your particular vehicle can qualify.

Registration, inspection and insurance

The regulation requires registration through the appropriate county clerk, a motorcycle plate and motorcycle insurance. Its annual registration fee is $10; inspection, title and other applicable charges are separate. Applications include vehicle identification, make, model, year and proof of safety compliance.

Equipment requirements include lights, turn signals, brakes, mirrors, a horn, a speedometer, plate illumination and a roll bar or cage. Where can you ride?

Local ordinances must allow SLSPV operation. Interstate and parkway use is prohibited, and travel on highways with centerline markings is limited to 20 miles. USDA restrictions can also apply. Confirm your route before registering or heading out.

Measure the issued plate and its mounting holes. Check clearance from the exhaust, tires and suspension throughout their movement. Keep the number visible and provide the required white illumination. A clean installation should let you inspect fasteners easily after a ride.
